ABOUT AMCS
Australian Multicultural Community Services (AMCS) is a multicultural community care organisation that has been serving Victorian seniors for over 40 years. Its mission is to improve lives through care, support and empowerment, with a vision for an equitable, just and compassionate multicultural society. AMCS provides a wide range of services including home care packages, social support for seniors, access and support services, carer support, and community engagement projects.
AMCS has a workforce of approximately 296 paid staff members proficient in 45 different languages and representative of over 50 different countries, and over 100 volunteers.
Over recent years, AMCS has experienced significant growth in service delivery, with revenue going from $14 million in 2019 to $38 million in 2024. During this time the AMCS has also undertaken major digital transformation initiatives. However, the organisation has faced challenges, particularly workforce shortages affecting its ability to support the increasing number of clients choosing AMCS as their preferred provider and with continued change and challenges to the aged care sector as the federal government implements the Support at Home reform.
Looking to the future, and the recent launch of our new strategy, we are on a journey to better serve ageing Victorians with a combination of growth and enabling initiatives that will better integrate and improve existing services to more people in need.

ABOUT THE ROLE
The Chief Services Officer is a newly created senior executive role that reports directly to the Chief Executive Officer and leads a comprehensive portfolio of service delivery functions across AMCS. As a key member of the Executive Leadership Team, the role will be responsible for the strategic leadership and operational excellence of the following areas:
- In-home care services
- Community engagement programs
- Access and intake services
- Quality and care coordination
- Community strengthening initiatives
Key responsibilities include developing and implementing comprehensive service delivery strategies, managing regulatory compliance and quality standards, driving service innovation and growth, and leading organisational change initiatives. The role is pivotal in ensuring AMCS maintains its reputation for excellence in multicultural service delivery while navigating the significant reforms in the aged care sector, particularly compliance with the new Aged Care Act and Support at Home Program. As part of the Executive Team, the role will drive operational optimisation and ensure seamless transitions through regulatory changes while maintaining the highest standards of client care.
ABOUT YOU
You are a purpose-driven executive leader who wants to see your work make a tangible difference in the lives of ageing Victorians from multicultural communities. You'll be self-motivated, service oriented and possess exceptional leadership capabilities with the ability to navigate complex regulatory environments and lead organisational change. You'll be able to demonstrate a strong track record in senior service delivery roles, ideally in aged care, community services, healthcare or disability sectors, with an approach to your work that is strategic yet hands-on. Your style of leading will actively contribute to a healthy, positive and accountable workplace culture, with particular strength in building and mentoring high-performing teams. Key to your success will be your ability to establish productive working relationships across diverse stakeholder groups and champion culturally responsive service delivery.
YOU WILL HAVE:
- Proven experience in a senior executive role leading service delivery operation, ideally in aged care, community services, healthcare or disability sectors
- Extensive experience managing multiple service delivery teams and complex operational environments with a strong track record in financial management, budget oversight, and achieving growth targets
- Demonstrated experience navigating government reform, leading organisational change and implementing new regulatory compliance frameworks, particularly in aged care regulations and quality standards
- Strategic leadership capabilities with the ability to translate organisational strategy into operational excellence, combined with exceptional people leadership skills
- Experience working with multicultural communities and understanding of culturally responsive service delivery, with the ability to engage effectively with diverse stakeholders
- Advanced understanding of aged care regulations, quality standards, and compliance requirements, with experience in audit preparation and regulatory reviews
- Strong financial acumen and commercial awareness in the not-for-profit sector
- Exceptional stakeholder management and partnership development skills with excellent communication and presentation abilities
