The Victorian Planning Authority (VPA) is a State Government statutory authority established under the Victorian Planning Authority Act 2017 (the VPA Act). The VPA reports to the Minister for Planning and as of June 2020, the VPA also has accountabilities in support of the Minister for Business Precincts, Minister for the Suburban Rail Loop and the Minister for Transport Infrastructure. Victoria is growing, with a projected population of up to 10 million people by 2051. It is the VPA’s main task to make sure Melbourne and Victoria’s regions remain a great place to live. This requires vision and long-term planning, to ensure Victorians have equitable access to employment, public transport, attractive public space and affordable housing.

Reporting to the Chief Executive Officer, the Executive Director ISP leads a capable and committed team that delivers strategic policy and planning services to internal and external stakeholders. Internally, the ISP team works across a number of diverse projects and supports the VPA with its external representation and engagement through planning and execution relating to media, promotions, and external relations, including engagement with Government Departments, relevant Ministers and their offices, Councils and local communities. The focus of this role is to ensure that the ISP team translates state-wide strategy into actions within the VPA that supports developing innovative planning solutions and negotiating with internal and external stakeholders to successfully navigate government systems and processes. 

Specific responsibilities include:

  • infrastructure advice, planning and coordination.
  • planning services, pathways, referral responses, assessing permits and controls.
  • strategic advice on policy, research, analysis and partnerships; and,
  • stakeholder engagement and communications including graphic design.

To be successful in this role, you will have a background in public policy (ideally infrastructure/planning) and sophisticated stakeholder skills, along with a thorough understanding of the machinery of government, possibly gained in a Government Department, Agency, Local Council or Parliamentary Office. With strong strategic and technical communication skills, you’ll have extensive knowledge and experience in engagement and advocacy, with a proven track record and reputation for achieving results within complex and sometimes ambiguous environments. You’ll have strong project and program delivery skills within the context of public policy and outstanding influencing and leadership skills, with the ability to build and develop high performing teams and cultures. Your personal style will be dynamic and collaborative, able to connect and focus people to deliver outcomes for the Victorian community.
