Executive Director Strategic Operations
Eastern Melbourne Primary Health Network (EMPHN) is an independent, locally governed and run, not for profit organisation dedicated to improving primary healthcare in the eastern and north eastern suburbs of Melbourne. EMPHN improves consumer health outcomes through working with general practice, service integration, and commissioning community based health services. Key to its success is placing the consumer of health services at the centre of all its activities.
The organisation is looking to strengthen our strategic capabilities to better align with the funding and policy environment by creating a new position for an experienced and committed change leader to drive improvement to a range of corporate functions to support better integration and enable the PHN’s operations.
Reporting to the Chief Executive Officer, you will ensure the best use of resources creates an optimal level of funds available for the commissioning of services, in addition to complying with the relevant reporting requirements of a Government entity. This role combines the requirement to provide strategic leadership alongside an operational imperative to improve corporate functions and align work practices, systems, policies and procedures to deliver the PHN’s key objectives. The role will be responsible for the following portfolio of functions:
- Finance (including accounting, budgeting financial reporting and payroll);
- Systems Intelligence and Data Analytics;
- Organisational Planning, Performance and Reporting;
- Human Resources (including Competency Development, Culture & Engagement, Organisational Behaviour, Talent Management and OH&S);
- Marketing and Communications
- Compliance and Risk Management, and Facilities
- Strategic Commissioning Planning
To be considered you will be an experienced and ethical leader, highly qualified with a relevant degree in Business/Accounting (or similar) with experience leading a corporate service function, ideally within a public sector (or similar) organisation. As a leader you will support and develop staff to build their capability and capacity to support a values-based and committed workplace culture. You’ll be engaging, collaborative, and dynamic and will relish working in a complex and changing environment, with the ability to respond promptly to the rapidly changing demands of a multitude of stakeholder groups. You will enjoy working with ambiguity, be prepared to roll up your sleeves and be hands-on and be committed to building a high performing culture. Naturally you will be a skilled communicator, able to engage and influence a diverse range of stakeholders and be comfortable working in and representing the PHN when required. CA/CPA membership and an understanding of health system reform are highly desirable.
This role calls for strong judgement, negotiation skills and business acumen, combined with a strong focus and track record of providing outstanding results in previous roles. Your approach to leadership will be authentic and self-aware; comfortable providing broad direction and strong operational management as required.
