Manager – Regulatory Enforcement

The Regulation, Health, Protection and Emergency Management (RHPEM) division oversees and provides expert regulation across health and human services, including strengthening regulatory practice and aligning standards where that makes sense. The division also leads emergency management and continues to modernise these functions in response to recent reviews. The role of the Health and Human Services Regulation and Reform Branch is to create a strengthened and consolidated focus on human services regulation and safeguarding; build capacity for system wide regulatory policy design and reform; and enable a more coordinated and strengthened approach to entity relationship management.

The Regulatory Enforcement teams, within the Human Services Regulator, are located in each of the four operational divisions to ensure regulated entities in each division are compliant with relevant legislative obligations. The team delivers the state-wide regulatory enforcement program, administering a number of regulatory schemes in the health and human services portfolios. The delivery of a consistent and systematic approach to regulation and enforcement is a key focus for this team.

The Manager, Regulatory Enforcement will support the development of the department's enforcement and investigatory capabilities through the provision of strategic advice to teams in the operational divisions on implementing effective responsive and risk-based regulation. The focus of the role is to drive better regulatory practice through clear frameworks, continual development of improved operational policies and procedures, industry performance standards, and programs to promote adoption of effective compliance. Part of this approach will involve ensuring that a more consistent approach to compliance is implemented, utilising a range of tools designed to strengthen the capacity and capability for investigation and enforcement.

To be considered for this position you will ideally possess a degree in law, economics, public policy, public administration or similar qualification and have significant knowledge and experience in applying risk-based regulation across a large service system. You’ll be a strategic thinker, able to translate complexity into operational practice with a focus on continuous improvement. With an ability to develop effective relationships with key stakeholders, inside and external to the Department, you will possess a management style that engages, motivates, and supports your team to promote capability building and high performance. Your background will have seen you drive change successfully in complex environments, motivating and leading teams to build shared understanding and commitment to Branch objectives.
