Manager - Regulation Reform

The Regulation, Health, Protection and Emergency Management (RHPEM) division oversees and provides expert regulation across health and human services, including strengthening regulatory practice and aligning standards where that makes sense. The division also leads emergency management and continues to modernise these functions in response to recent reviews. The role of the Health and Human Services Regulation and Reform Branch is to create a strengthened and consolidated focus on human services regulation and safeguarding; build capacity for system wide regulatory policy design and reform; and enable a more coordinated and strengthened approach to entity relationship management.

The Manager – Regulation Reform, reports to the Assistant Director, Regulation Reform and Practice, within the Health and Human Services Regulation and Reform Branch. The role is responsible for leading and managing a team dedicated to undertaking regulation reform projects across the department’s portfolios, taking a system-wide focus. The emphasis of the team’s work is on regulation reform to achieve best practice in regulatory design and implementation which reduces unnecessary complexity and fragmentation for the benefit of the department’s clients, stakeholders and the community as a whole.

Ideally you will be tertiary qualified with a relevant degree (E.g. Economics, Law, Public Policy, Public Administration or similar) and have successfully delivered a significant legislative reform agenda, Your knowledge and expertise in contemporary regulatory theory and practice and a track record in successful legislative and policy reform will demonstrate strategic and rigorous thinking and an ability to align your work to the broader organisational objectives. You’ll be a self-starter with a passion and commitment to improving regulation that will drive improved outcomes. Leadership experience in a health/human services environment will be well regarded.

In addition to your proven leadership and stakeholder engagement capability, you will be a skilled communicator, able to gain commitment to shared objectives by setting a culture of collaboration and accountability in your team, whilst building capability and a high-performance culture. You’ll have sound judgement, demonstrate a successful career in the public sector, and be able to work closely with senior Executives, providing high level, authoritative advice on complex public policy and regulatory matters. In driving reform, you will bring well developed skills in being able to persuade, influence, and negotiate with key stakeholders across the system to build ‘fit for purpose’ regulation that minimises complexity and fragmentation.
