Manager – Systems Intelligence and Analytics

Eastern Melbourne Primary Health Network (EMPHN) is an independent, locally governed and run, not for profit organisation dedicated to improving primary healthcare in the eastern and north eastern suburbs of Melbourne. Improving consumer health outcomes through collaboration, innovation, strong engagement and using co-design principles and methodologies is key to the organisation achieving its objectives. Key to the success is placing the consumer of health services at the centre of all its activities.

The organisation is looking to grow and enhance capabilities in key areas to better align with the funding and policy environment, creating a number of senior management opportunities to join the team.

This position will report to the Executive Director Strategic Operations and will lead a team responsible for driving an evidence-based approach to planning, prioritizing and resource allocation to health needs in the eastern Melbourne Region. You will also be responsible internally for championing the development of an information culture across the PHN that enables the evaluation of programs and services leading to performance improvement of services. A key part of this approach will be to identify and develop an integrated information system that enables the efficient collection, analysis and accurate reporting of data.

This position will require a person who is able to develop and implement EMPHN’s information and business systems architecture, who can lead a team to ensure that EMPHN’s uses the full range of data to set clear priorities and allocate resources to develop, improve and commission primary health care services. You will therefore have significant experience in working effectively with information systems (ideally health or similar), enjoy working with and translating data into meaningful information and be conversant with a range of program evaluation tools and methodologies to distil and translate complex data into practical concepts, trends and solutions. You will also possess outstanding communication skills in all forms and be able to lead a team which influences others to think about data as a valuable tool that can inform their own work. Key to your success will be your ability to understand the broader EMPHN strategy and the role that data analysis plays in driving health service improvement. A tertiary qualification in Business Information Systems/Health Planning/Informatics, Actuarial Science or similar and experience in a similar role will be highly regarded.
